How to create a government website in WordPress

DESIGN & LAYOUT
The short answer

You can create a government website in WordPress with pages, block templates and a clear navigation structure. A block theme is enough for a basic site, but a government-focused theme is faster when you need events, search, civic information layouts and accessibility-minded design.

The route
  1. 01Plan the information structure
  2. 02Choose and configure the theme
  3. 03Create the core pages
  4. 04Build the homepage and navigation
  5. 05Check accessibility and publishing

What you need

  • A WordPress site with administrator access
  • A list of services, departments and public information to publish
  • A logo, colour palette and contact details
  • A current backup before changing the theme

Plan the information structure

List the information residents will look for first: services, departments, permits, forms, meetings, events, public notices, news, contact details and emergency information. Keep the top-level navigation short and use plain labels such as Services, Government, Residents, News and Contact.

Use WordPress Pages for information that is not time-based, then organise related pages with parent and child pages. WordPress supports page hierarchies and lets you add published pages to the site navigation.

Choose and configure the theme

For the manual route, activate a block theme and open Appearance > Editor. Use Styles for the colour palette, typography and spacing, then edit the header, footer and templates under the Site Editor. WordPress uses templates for page types and template parts for repeated areas such as headers and footers.

This route is suitable for a small council, school district or public-service site, but you must assemble the layouts yourself and check every template on mobile and with a keyboard. A classic theme may instead use Appearance > Customise, so the available controls depend on the theme you choose.

Create the core pages

Create a Home page, then add pages for services, departments, meetings, events, news, documents, forms, accessibility, privacy and contact information. Give every page one clear title, a short introduction and a visible next action, such as Apply for a permit, Download the form or Attend a meeting.

Set the Home page as a static front page under Settings > Reading if you want a designed landing page rather than a list of posts.

Build the homepage and navigation

Use block patterns or Groups, Columns and Buttons to create a restrained homepage: a short introduction, urgent notices, popular services, upcoming events, latest news and contact details. Add a Search block near the header or service directory so visitors do not have to understand your department structure before finding information. The Search block is available from the block inserter.

Keep the navigation consistent across templates. With a block theme, edit the Navigation block inside the header template part; with a classic theme, use the theme’s menu controls. Test the menu at narrow widths, because long department names often wrap or push important links off-screen.

Check accessibility and publishing

Use real heading levels, descriptive link text, meaningful alternative text for informative images, captions or transcripts for video, sufficient colour contrast and visible keyboard focus. Make sure menus, search, accordions, forms and document links work without a mouse. WordPress accessibility guidance specifically covers keyboard controls, headings, alternative text and skip links.

Do not describe the site as legally compliant just because the theme claims to be accessible. Public-sector accessibility duties vary by country and government level, so review the applicable requirements and arrange a proper audit. In the United States, official guidance points public entities towards WCAG and Section 508 resources.

Fast way: use TheGov as the starting theme, then replace its demo content with your own services, departments, events and civic information. Its government-focused layouts, event tools, search features and accessibility-minded design reduce the amount of template work, but you still need to check your content, documents, contrast, keyboard operation and mobile layout before launch.

Questions

Can I create a government website in WordPress without a plugin?
Yes, you can create the basic site without a plugin by using Pages, a block theme, templates, navigation, the Search block and standard content blocks. Plugins become useful when you need specialist functions such as event registration, searchable document libraries, service directories, online forms or integrations with government systems. Keep the manual build if your site mainly publishes information.
What pages should a government website have?
A government website should normally include services, departments, meetings, events, public notices, news, forms, documents, contact details, accessibility information, privacy information and emergency updates. Put the most-used services near the homepage and avoid making residents browse through internal department names to find a form or application.
How do I make a WordPress government website accessible?
Make accessibility part of the content and design process rather than relying on a theme label. Use a logical heading structure, descriptive links, alternative text, captions, sufficient contrast, keyboard-friendly controls and clear focus states. Test the published site with a keyboard and accessibility tools, then arrange a specialist review where legal or public-sector requirements apply.
How do I add government events and public notices?
For a small site, publish notices and event announcements as WordPress posts and display them with a Query Loop or Latest Posts block. The Query Loop can filter and lay out posts without custom code. If you need recurring events, registrations, reminders, calendar feeds or department-specific event archives, use an event plugin or a theme that includes those tools.
Is a government WordPress theme better than building the design manually?
A government-focused theme is faster when you need prebuilt layouts for services, events, search, notices and civic information. Building manually with a block theme is still a good choice for a small site or a team that wants full control, but you must create and maintain the templates, navigation and responsive layouts yourself. Either route requires a final accessibility and content review.
